A State or local government cannot receive funds under section 2221 unless it has a policy actively promoting CPR training for its firefighters.
Funds may not be provided under section 2221 to a State or local government unless that government has a policy of actively promoting cardiopulmonary-resuscitation training for its firefighters.
No funds shall be made available to a State or local government under section 2221 of this title unless such government has a policy to actively promote the training of its firefighters in cardiopulmonary resuscitation.
