15 U.S.C. § 2415 — Powers of the Center

This section authorizes the Center to contract, hold information forums, conduct studies, collect and analyze data, and perform other work needed for its functions.
To carry out its functions, the Center* may (1) enter into or modify contracts and other funding arrangements; (2) directly or through such arrangements with public agencies or private organizations organize and conduct conferences, meetings, seminars, workshops, and other forums to present and distribute relevant information collected or produced under this chapter; (3) make studies and recommendations to the President and Congress; (4) create a program and obtain facilities to collect, combine, analyze, and interpret data and information needed for its public-information duties; and (5) conduct other studies, reviews, and activities and make recommendations and reports needed for its functions.
In carrying out its functions, the Center* is authorized—
to enter into contracts or other funding arrangements, or modifications thereof, in order to carry out the provisions of this chapter;
to organize and conduct, directly by contract or other funding arrangements with other public agencies or private organizations, conferences, meetings, seminars, workshops, or other forums for the presentation and dissemination of relevant information generated or collected pursuant to the provisions of this chapter;
to make such studies and recommendations to the President and to Congress as may be necessary to carry out the functions of the Center;
to implement a program and secure necessary facilities for the collection, collation, analysis, and interpretation of data and information as required in order to carry out the public information functions under this chapter; and
to undertake such other studies, reviews, activities, and to make such recommendations and reports as may be required to carry out the functions of the Center.
