15 U.S.C. § 4108 — Arctic research plan

(a) After consulting the Commission, Alaska’s Governor, Arctic residents, the private sector, and public-interest groups, the Committee must prepare a comprehensive five-year program plan, called the "Plan", for the overall Federal Arctic research effort. It must submit the Plan to the President for transmission to Congress within one year after July 31, 1984, and revise it every two years afterward. (b) The Plan must include, but need not be limited to: (1) national Arctic needs and problems and research needed to address them; (2) the Committee’s goals and objectives for national Arctic research; (3) a detailed list of existing Federal Arctic research programs, their goals, funding levels for each of the next five fiscal years, and money currently being spent; (4) needed program changes and other proposals to meet the Commission’s and current Plan’s policies and goals; and (5) actions the Committee took to coordinate budget review so agencies coordinate and cooperate in (A) carrying out Federal Arctic research and (B) eliminating unnecessary duplication.
