15 U.S.C. § 5305 — Review

The Secretary must regularly monitor and evaluate the selected applicants’ research. The Secretary must stop funding an applicant that substantially fails to carry out its management plan and research activities.

(a) Evaluation of research activities. The Secretary must regularly monitor and evaluate the research of selected applicants. After considering the Board’s reports under section 5306(b)(2), the Secretary must decide whether each selected applicant followed the management plan in the original proposal and later changes to it.

(b) Annual report. Each selected applicant must give the Secretary an annual report explaining its progress, compliance with the management plan, whether changes are needed and are being made to that plan, and what new research is planned.

(c) Discontinuation of funding. If a selected applicant substantially fails to carry out the management plan and research activities, the Secretary must stop funding it.

(d) Solicitation of new proposals. When a research activity authorized in section 5304 is completed or discontinued, the Secretary must use available funds appropriated under this chapter to seek new research proposals as this chapter requires.

This section does not define “substantially failed” or “management plan.”
