Beginning in fiscal year 2013, the Small Business Administration's budget request must explain proposed changes from enacted funding for each appropriation. It must describe each credit and non-credit program and identify funding and changes across appropriations.
Beginning in fiscal year 2013 and every fiscal year after that, the Small Business Administration's budget request must give a detailed explanation of every proposed change from the enacted amount for each individual appropriation. At a minimum, the explanation must describe each credit and non-credit program, including its funding amount and costs by appropriation account and fiscal year. For activities funded by multiple appropriations, it must state the amount in each enacted appropriation, the amount proposed for the budget year, and why each proposed change is requested.
Beginning in fiscal year 2013 and each fiscal year thereafter, the budget request for the Small Business Administration* shall provide a detailed justification of any proposed changes from the enacted level by individual appropriation. The detailed justification shall include at a minimum a description of each credit and non-credit program including amount of funding and costs by appropriation account and fiscal year. For activities funded in multiple appropriations, the budget justification shall specify the amount included in each enacted appropriation, the amount proposed in the budget year and a justification for any proposed changes.
