The Secretary appoints the Corporation’s needed officers and employees and may delegate the Corporation’s powers to them.
The Secretary must appoint the officers and employees needed to conduct the Corporation’s business, define their authority and duties, and delegate to them any Corporation powers the Secretary chooses to delegate. Except for experts, appointments must follow the civil-service laws and the provisions in title 5 concerning pay and classification.
The Secretary shall appoint such officers and employees as may be necessary for the conduct of the business of the Corporation, define their authority and duties, delegate to them such of the powers vested in the Corporation as he may determine. With the exception of experts, appointments shall be made pursuant to the civil-service laws and chapter 51 and subchapter III of chapter 53 of title 5.
