The Government Accountability Office must study and report on the concrete masonry promotion program. It must look at how the Board spends money and what effects the program has on prices, jobs, and competition. The study is due within 5 years, and the report to Congress within 8 years, of October 5, 2018.

No later than 5 years after October 5, 2018, the Comptroller General of the United States must prepare a study. No later than 8 years after that date, the Comptroller General must send Congress and the Secretary a report. The study and report must examine: (1) How the Board spends the assessments it collects. (2) How much the Board's reported activities actually help meet its yearly goals. (3) Any changes in demand for concrete masonry products compared to other building materials. (4) Any effect of the Board's activities on the market share of competing products. (5) Any effect on the overall size of the market for building products. (6) Any effect on the total number of jobs tied to concrete masonry — including manufacturing, sales, and installation. (7) Any significant effects on people who buy concrete masonry products, or real property built with them, further down the supply chain. (8) Effects on concrete masonry product prices caused by the Board's activities. (9) The cost to the federal government of any price increase in concrete masonry products caused by this program. (10) How well the program is meeting its key legal requirements. (11) How much, and how strong, federal oversight of the program is. (12) Whether it makes sense to run the program from the Office of the Secretary of Commerce, or from within any division of the Department — including whether the Department has the skill and knowledge to run it well. (13) Any other topic the Comptroller General thinks is appropriate.
