15 U.S.C. § 9092 — Pandemic relief for aviation workers

The section directs the Treasury Secretary to provide up to $15 billion for passenger-air-carrier workers and up to $1 billion for contractor workers, solely for wages, salaries, and benefits.
(a) Even if another law says otherwise, the Secretary* must provide financial assistance to preserve aviation jobs and compensate air-carrier workers. The money may be used only to continue paying employee* wages, salaries, and benefits. Passenger air carriers may receive up to $15,000,000,000 total. Contractors may receive up to $1,000,000,000 total. (b) The Secretary may use funds made available under section 9072(b) of this title for the costs and administrative expenses of providing this assistance.
Notwithstanding any other provision of law, to preserve aviation jobs and compensate air carrier industry workers, the Secretary* shall provide financial assistance that shall exclusively be used for the continuation of payment of employee wages, salaries, and benefits to—
passenger air carriers, in an aggregate amount up to $15,000,000,000; and
contractors, in an aggregate amount up to $1,000,000,000.
Notwithstanding any other provision of law, the Secretary may use funds made available under section 9072(b) of this title for costs and administrative expenses associated with providing financial assistance under this part.
