15 U.S.C. § 9513 — Research and information

(a) To achieve this chapter’s purposes, the Under Secretary^* (1) must (A) collect and analyze data, including why minority business enterprises succeed or fail; (B) research, study, and survey (i) United States economic conditions generally and (ii) how those conditions affect minority business development; and (C) provide outreach, education, and technical assistance in at least the five most commonly spoken United States languages so people with limited English proficiency can receive culturally and linguistically appropriate Agency^* services and information; and (2) may evaluate the Under Secretary’s minority-business development programs. (b) The Under Secretary^* must (1) establish and maintain a clearinghouse collecting and sharing demographic, economic, financial, managerial, and technical data about minority business enterprises with relevant parties, including owners and researchers; and (2) take needed and desirable steps to (A) find, collect, classify, coordinate, integrate, record, and catalog that data and (B) protect the enterprises’ privacy consistently with 5 U.S.C. 552a.
