16 U.S.C. § 3121 — Rural residents engaged in subsistence uses

The Secretary must ensure that rural residents who engage in subsistence uses have reasonable access to subsistence resources on public lands. The Secretary must also allow appropriate subsistence use of certain traditional transportation, subject to reasonable regulation.
(a) Access to subsistence resources. The Secretary must ensure that rural residents who engage in subsistence uses have reasonable access to subsistence resources on public lands.
(b) Use of snowmobiles, motorboats, or other means of surface transportation. Despite any other provision of this Act or any other law, the Secretary must allow appropriate subsistence use on public lands of snowmobiles, motorboats, and other surface transportation traditionally used for those purposes by local residents. That use is subject to reasonable regulation.
The Secretary shall ensure that rural residents engaged in subsistence uses shall have reasonable access to subsistence resources on the public lands.
Notwithstanding any other provision of this Act or other law, the Secretary shall permit on the public lands appropriate use for subsistence purposes of snowmobiles, motorboats, and other means of surface transportation traditionally employed for such purposes by local residents, subject to reasonable regulation.
