This section governs authorization of appropriations; contract authority. It sets the duties, permissions, limits, procedures, reports, or funding rules stated in the section.
(a) Congress authorizes whatever sums are needed to carry out this Act for fiscal years after fiscal year 1980. But authority to make contracts, payments, or expenditures of previously appropriated money under this Act works only to the extent and in the amounts provided in advance by appropriation Acts.
1 There are hereby authorized to be appropriated such sums as may be necessary to carry out the provisions of this Act for fiscal years beginning after the fiscal year 1980. No authority to enter into contracts or to make payments or to expend previously appropriated funds under this Act shall be effective except to the extent or in such amounts as are provided in advance in appropriation Acts.
