This section addresses Regulations. It sets out the duties, permissions, limits, reports, definitions, and other rules stated in the section.
The Secretary of Commerce and the Secretary of the Interior may each promulgate such regulations, under section 553 of title 5 , as may be necessary to carry out his functions under this chapter.
