This section gives the Secretary supplemental authority for the resource conservation and development program. It allows the additional action described in the section.
The authority of the Secretary* under this subchapter to assist councils in the development and implementation of area plans must be supplemental to, and not instead of, any authority of the Secretary under any other provision of law.
The authority of the Secretary* under this subchapter to assist councils in the development and implementation of area plans shall be supplemental to, and not in lieu of, any authority of the Secretary under any other provision of law.
