This section lets the Secretary of the Interior create Valley Forge National Historical Park in Pennsylvania. It says the park will honor Washington's Continental Army, who suffered hard hardship there in the winter of 1777 to 1778.
This section explains why the park is being created, and authorizes it.
The purpose: to preserve and remember, for the American people, the area tied to the "heroic suffering, hardship, and determination and resolve" of General George Washington's Continental Army during the winter of 1777 to 1778 at Valley Forge.
The authorization: the Secretary of the Interior (called "the Secretary" for the rest of this law) may establish the Valley Forge National Historical Park (called "the park") in the Commonwealth of Pennsylvania.
In order to preserve and commemorate for the people of the United States the area associated with the heroic suffering, hardship, and determination and resolve of General George Washington’s Continental Army during the winter of 1777–1778 at Valley Forge, the Secretary of the Interior (hereinafter referred to as the “Secretary”) is authorized to establish the Valley Forge National Historical Park (hereinafter referred to as the “park”), in the Commonwealth of Pennsylvania.
