Congress may spend whatever money is needed to run this program, but no more than $33,600,000 total for certain listed purposes. No money can be spent before October 1, 1978. The Secretary must report to Congress twice a year on how much money Massachusetts, Lowell, and nonprofits have spent on the park.

(a) General authority; maximum amounts Congress may appropriate whatever money is necessary to carry out this subchapter. But there is a cap: the combined total spent on paying for section 410cc–32(b)(2), grants and loans under section 410cc–33, buying property under section 410cc–34, and transportation and education/culture programs under section 410cc–32(c) cannot go over $33,600,000. (b) Commencement date No money can be authorized under this section before October 1, 1978. (c) Availability of appropriations Once Congress appropriates money under subsection (a), that money stays available until it is all spent — it does not expire at the end of the year. (d) Aggregate amount of money expended; certifying statement to Congress Within 60 days after June 5, 1978, and then every October 1 and March 1 after that, the Secretary must send Congress a statement. This statement certifies the total amount of money that Massachusetts, the city of Lowell, and any nonprofit have spent on activities in Lowell that match this subchapter's purpose, counting from January 1, 1974, up to the date of the statement. The total money the Secretary gives to the Commission from the funds in subsection (a)(2) cannot be more than the amount certified in the most recent statement sent to Congress.
