16 U.S.C. § 410cc–36 — Staff of Commission

(a) Appointment and compensation of Director The Commission must have a Director, appointed by the Commission, paid no more than the rate for GS-15 on the General Schedule. (b) Appointment and compensation of additional personnel The Commission may hire and set the pay for whatever other staff it thinks it needs. (c) Applicability of civil service provisions to appointment and compensation of Director and staff The Commission can appoint the Director and staff without following title 5's normal rules for competitive-service hiring, and can pay them without following the usual classification and General Schedule pay rules — except no one hired this way can be paid more than the GS-15 rate. (d) Temporary or intermittent services; procurement and compensation Following its own rules, the Commission may hire temporary or occasional help the same way section 3109(b) of title 5 allows, at whatever rate the Commission decides is reasonable. (e) Detail of personnel from other Federal agencies represented by members on Commission (1) At the Commission's request, the head of any federal agency that has a member on the Commission may lend some of that agency's staff to the Commission, with the Commission paying the agency back. (2) The General Services Administration must give the Commission administrative support services it asks for, with the Commission paying it back.
