The Secretary had to write a natural resources report for the park. It had to list species and recommend better protections, updated every two years. The Secretary also had to keep enforcing laws on state-owned land with California.

(a) The Secretary had to work with the Secretary of Commerce, California, and knowledgeable federal and private groups to create a natural resources study report for the park, including at least (1) an inventory of all land and marine species, their populations, and likely future trends, and (2) recommendations for actions to better protect the park's natural resources. This report was due within two complete fiscal years of March 5, 1980, to the House Interior and Insular Affairs Committee and the Senate Energy and Natural Resources Committee, and updated versions had to be sent every two years after that for ten years after March 5, 1980. (b) The Secretary had to make and keep cooperative agreements with the Secretary of Commerce and California to enforce federal and state laws on state-owned land and water in and near the park. Nothing in this subchapter affects California's rights and authority within the park, including authority over submerged land, water, and marine resources.
