16 U.S.C. § 410jj–6 — Additional needs of leprosy patients and Native Hawaiians for employment and training; specific provisions

This section defines "Native Hawaiian," for purposes of this subchapter, as a person descended from the peoples who lived in the Hawaiian Islands before 1778 — with at least half of that ancestry ("not less than one-half part of the blood"). (1) No matter what any other law says, the Secretary must give first preference to qualified patients and Native Hawaiians when filling park administration jobs. This preference overrides the usual federal civil-service rules that give hiring preference to other groups of applicants, such as veterans. It also overrides any numerical staffing limits that would otherwise apply. (2) The Secretary must offer patients and Native Hawaiians training. This training should build the skills they need to provide visitor services, and to qualify for the park jobs described in paragraph (1).
