16 U.S.C. § 410ll–1 — Votes for Women Trail
submitted 17 years ago by Pub. L. 96-607 to r/title-16-CONSERVATION · 443 words · no verdicts yet
The Secretary may create a 'Votes for Women History Trail' in New York, linking sites tied to the suffrage movement. The Park administers it, produces educational materials, and can designate stops with owner consent. Congress authorized funding for 2009 through 2013.
(a) Definitions — This section defines four terms. "Park" means the Women's Rights National Historical Park, created by section 410ll of this title. "Secretary" means the Secretary of the Interior, acting through the Director of the National Park Service. "State" means the State of New York. "Trail" means the Votes for Women History Trail Route, designated under subsection (b).
(b) Establishment of Trail Route — With the agreement of whichever agency controls the relevant roads, the Secretary may create a driving tour route called the "Votes for Women History Trail Route." Its purpose is to connect properties across New York that are historically and thematically tied to the fight for women's voting rights in the United States.
(c) Administration — The National Park Service runs the Trail, working through the Park.
(d) Activities — To help establish the Trail and spread information about it, the Secretary must do four things: (1) create and distribute educational materials — handbooks, maps, exhibits, signs, interpretive guides, and electronic information; (2) coordinate the Trail's management, planning, and standards together with the participating properties, other federal agencies, and state and local governments; (3) create and adopt one official symbol or device to mark the Trail; and (4) issue guidelines for how that symbol or device may be used.
(e) Elements of Trail Route — As long as the property owner agrees, the Secretary may name a location as an official Trail stop. This can include any part of the Park connected to the suffrage struggle; other federal, state, local, or privately owned properties that the Secretary decides have a real, verifiable connection to that struggle; and other educational, commemorative, research, or interpretive programs or facilities — government or not — that the Secretary decides are directly related to the fight for women's suffrage.
(f) Cooperative agreements and memoranda of understanding
(1) In general — To help build the Trail and coordinate the federal and non-federal properties that become Trail stops, the Secretary may sign cooperative agreements and memoranda of understanding with — and provide technical and financial help to — other federal agencies, the State, local governments, regional government bodies, and private entities.
(2) Authorization of appropriations — Congress authorizes whatever money is necessary, for fiscal years 2009 through 2013, to give financial assistance to these cooperating entities under agreements made in paragraph (1).
