16 U.S.C. § 430g–8 — Advisory Commission

(a) Establishment. The Gettysburg National Military Park Advisory Commission is created with 11 members, appointed as follows: (1) one member from each of the four townships around the park and the Borough of Gettysburg, appointed by the Secretary; (2) one member representing Adams County, Pennsylvania government; (3) one member representing Pennsylvania's State Historic Preservation Office; (4) two members who live in Adams County and know the park and its resources, one of whom must own land or an interest in land inside the park; (5) one member with expertise in local historic preservation; and (6) the Director of the National Park Service, or the Director's designee, serving automatically ("ex officio"). Members serve staggered three-year terms set by the Secretary at first appointment. A member whose term has ended may keep serving until a successor is appointed. The Commission picks one of its members as Chairperson. Six members make a quorum — the minimum needed to act. (b) Management and development issues. The Secretary, or the Secretary's designee, must meet and consult with the Commission regularly — at least twice a year — to coordinate managing the park and historic district with local governments. (c) Meetings. The Commission must meet regularly. It must publish notice of meetings and agendas in local newspapers that generally reach the area affected by the park. Meetings must be held, and run, in a way that ensures the public can genuinely take part. (d) Expenses. Commission members serve without pay, but the Secretary may pay their reasonable expenses for carrying out their duties under sections 430g–4 through 430g–10, based on vouchers the Chairperson signs. (e) Charter. The usual federal advisory committee charter requirement in section 1013 of title 5 does not apply to this Commission.
