The Secretary of the Interior can accept land inside the memorial area that private owners offer to the government for free. The owner must first show the Secretary that the title to the land is good.
If someone submits land title that satisfies the Secretary of the Interior, the Secretary may accept — on behalf of the United States — land or interests in land that are within the memorial area, are not already owned by the federal government, and are being offered to the United States at no cost.
Upon submission of title satisfactory to him, the Secretary of the Interior, on behalf of the United States, may accept lands and interests in lands which are within the memorial area but are not in Federal ownership and which are offered to the United States without cost.
