The Secretary must issue rules to run the recreation area, and may update them later. The rules must set standards for private property use, protect historic and archaeological sites, and control vehicles on federal land. They must also control river craft on the Snake River, and manage resources like timber, mining, and grazing.

The Secretary must issue, and may later change, whatever rules are needed to carry out this subchapter's purposes. These rules must include, but are not limited to, the following: (a) Standards for the use and development of privately owned property within the recreation area. The Secretary may enforce these standards using the powers given to him in section 460gg–6, and the standards may differ from parcel to parcel. (b) Standards and guidelines that fully protect and preserve the historic, archaeological, and paleontological resources in the recreation area. (c) Rules controlling the use of motorized and mechanical equipment for travel over, or changes to, the surface of federal land within the recreation area. (d) Rules controlling the use and number of motorized and non-motorized river craft. The law specifically states that using such craft is a valid use of the Snake River within the recreation area. (e) Standards for managing, using, and disposing of natural resources on federally owned land. This includes timber harvesting by selective cutting, mining, and grazing, and lets existing uses and developments continue if they fit with this subchapter.
