16 U.S.C. § 460ii–5 — Chattahoochee River National Recreation Area Advisory Commission

(a) Establishment; duties; membership: voting members and Park Superintendent as nonvoting member; Chairman. This section establishes the Chattahoochee River National Recreation Area Advisory Commission (called the "Advisory Commission" in this subchapter) to advise the Secretary about managing and operating the area, protecting resources within the recreation area, and prioritizing which land to acquire within it. The Secretary appoints thirteen voting members to the Advisory Commission: (1) four members from among people recommended by local governments — one recommended by the Board of County Commissioners of each of Forsyth County, Fulton County, Cobb County, and Gwinnett County; (2) one member recommended by Georgia's governor; (3) one member recommended by the Atlanta Regional Commission; (4) four members recommended by a coalition of citizen public-interest groups, recreational users, and environmental organizations concerned with protecting and preserving the Chattahoochee River; (5) one member recommended by the Business Council of Georgia or a local chamber of commerce near the recreation area; and (6) two members who represent the general public, at least one of whom must live in one of the counties named in paragraph (1). The Park Superintendent for the recreation area also serves as a nonvoting member of the Advisory Commission. The Advisory Commission designates one of its members as Chairman. (b) Terms of office; reappointment. (1) Except as provided in paragraph (2), members of the Advisory Commission serve three-year terms. Any voting member may be reappointed for one additional three-year term. (2) The members first appointed under paragraph (1) [the group (1) seats] serve one-year first terms. The members first appointed under paragraphs (2), (3), (5), and (6) serve two-year first terms. (c) Meetings. The Advisory Commission must meet on a regular basis. Notice of meetings and agendas must be published in local newspapers that generally reach the area near the park. Commission meetings must be held at locations and in a manner that ensures adequate public involvement. (d) Compensation and expenses. Members of the Commission serve without pay, but the Secretary may pay expenses they reasonably incur carrying out their duties under this subchapter, based on vouchers the Chairman signs. (e) Termination. The Advisory Commission ends automatically on the date ten years after October 30, 1984.
