16 U.S.C. § 460m–10 — Hunting and fishing; rules and regulations

The Secretary must let people hunt and fish on the land and water the Secretary controls inside the Buffalo National River. This follows the usual federal and state laws. The Secretary can still limit this. The Secretary may set up zones where hunting or fishing is banned, or times of year when it's banned. This is only allowed for public safety, to run the park, to manage fish or wildlife, or to protect public enjoyment of the area. Before making these rules, the Secretary must talk with the Arkansas Fish and Game Commission first. The only exception is an emergency, when the Secretary can act without that consultation.
