16 U.S.C. § 460vvv — Bridgeport Winter Recreation Area

(a) About 7,254 acres in the Humboldt-Toiyabe National Forest, shown on the September 17, 2008 map "Humboldt-Toiyabe National Forest Proposed Management," is designated the Bridgeport Winter Recreation Area. (b) As soon as practical after March 30, 2009, the Secretary had to file a map and legal description with the House Natural Resources Committee and the Senate Energy and Natural Resources Committee. This carries the same legal force as if written into this law, except the Secretary may correct errors, and it stays on file for public inspection at Forest Service offices. (c) Until the management plan required by subsection (d) is finished, the Recreation Area is managed under the 1986 Toiyabe National Forest Land and Resource Management Plan, as it stood on March 30, 2009 — except that snowmobiles are allowed during periods of adequate snow in winter, subject to whatever terms the Secretary decides are necessary. (d) Within one year after March 30, 2009, the Secretary had to run a public process to create a winter-use management plan covering: (1) adequate signage; (2) public education about where use is allowed; (3) adequate sanitation; (4) a monitoring and enforcement strategy; and (5) protecting the Pacific Crest Trail. (e) The Secretary must prioritize enforcement to: (1) stop natural resource damage in the Recreation Area; (2) prevent interference with nonmotorized recreation on the Trail; and (3) reduce conflicts between different users. (f) The Secretary had to establish an appropriate snowmobile crossing point across the Pacific Crest National Scenic Trail, at the spot marked "Pacific Crest Trail Proposed Crossing Area" on the referenced map — following the National Trails System Act and applicable environmental and safety laws, and under whatever terms the Secretary decides are needed to ensure the crossing does not interfere with the Trail's purpose or harm the surrounding landscape. (g) Designating the Bridgeport Winter Recreation Area is not meant to restrict or block activities the U.S. Armed Forces conduct at the Marine Corps Mountain Warfare Training Center.
