If someone asks, the Secretary must give them an official certificate. It confirms that a specific property is protected from condemnation under this subchapter, and it explains why.
If anyone with an interest in a property asks, the Secretary must give that person a certificate. The certificate must state that the Secretary is barred from acquiring the property through condemnation, following this subchapter's rules, and it must explain the reasons why.
The Secretary shall furnish to any interested person requesting the same a certificate indicating, with respect to any property which the Secretary has been prohibited from acquiring by condemnation in accordance with provisions of this subchapter, that such authority is prohibited and the reasons therefor.
