By June 1983, the President had to tell Congress which parts of the lakeshore should become official wilderness. Until Congress decides, the Secretary must keep about 7,128 recommended acres and 23,775 potential acres in their current wild condition, without disturbing existing private rights.

Following section 1132(c) of this title, the President had to tell the Senate and House, no later than June 1, 1983, which areas within the lakeshore he recommended as suitable — or not suitable — for official wilderness protection. In the meantime, and subject to any existing private rights, certain areas identified in a National Park Service report called "Wilderness Recommendation; Sleeping Bear Dunes National Lakeshore," dated January 1981, get special treatment. This covers about 7,128 acres recommended for wilderness status and about 23,775 acres identified as potential wilderness additions. Until Congress decides otherwise, the Secretary must manage these areas to keep their current wilderness character intact, preserving the option of formally adding them to the National Wilderness Preservation System later.
