The Secretary must issue regulations to carry out this chapter, and must give the public a chance to comment on them first.
As soon as practical after March 30, 2009, the Secretary must issue whatever regulations are needed to carry out this chapter, and must give the public notice and a chance to comment on them.
As soon as practical after March 30, 2009, the Secretary shall issue such regulations as are appropriate to carry out this chapter, providing opportunities for public notice and comment.
