16 U.S.C. § 4916 — Relationship to State law

State law may regulate the sale, transfer, or possession of exotic birds. That regulation is allowed only if it does not authorize conduct this chapter prohibits and is consistent with the United States' international obligations.
Nothing in this chapter prevents a State from regulating the sale, transfer, or possession of exotic birds under State law, but only if the State regulation—(1) does not authorize a sale, transfer, or possession of exotic birds that this chapter prohibits; and (2) is consistent with the international obligations of the United States*. This section does not define the term "international obligations."
Nothing in this chapter may be construed as precluding the regulation under State law of the sale, transfer, or possession of exotic birds if such regulation—
does not authorize any sale, transfer, or possession of exotic birds that is prohibited under this chapter; and
is consistent with the international obligations of the United States*.
