The Secretary of Agriculture can rent property from Forest Service employees, provide care for animals and storage for equipment the Service gets from its employees, and hire people to care for emergency pack stock. The Secretary can also reimburse owners for lost or damaged equipment, though the amount is capped except during firefighting emergencies.

The Secretary of Agriculture may do the following, under regulations the Secretary sets: (a) Hire or rent property from Forest Service employees for the Service's use, whenever doing so serves the public interest. (b) Provide forage, care, and housing for animals, and storage for vehicles and other equipment, that the Forest Service gets from its employees for the Service's use. (c) Contract with public or private agencies, corporations, firms, associations, or individuals to train, feed, house, and work pack stock that the Forest Service owns and keeps in reserve for fire emergencies. As part of the payment for this, the contractor may use the stock for their own purposes whenever the Forest Service isn't using it. (d) Reimburse owners for horses, vehicles, and other equipment that are lost, damaged, or destroyed, when the Forest Service got that equipment from employees or other private owners for the Service's use. These payments come out of the Forest Service's own appropriations. Except in firefighting emergencies, reimbursement is capped: no more than $50 for people who were Forest Service employees before the equipment was obtained, and no more than $2,500 in any other case — unless a written agreement, contract, or lease provided otherwise.
