16 U.S.C. § 6105 — Duties of the Secretary

The Secretary must develop proposal guidelines, encourage eligible proposals, select qualifying conservation projects with stated preferences, and implement the chapter’s purposes.
The Secretary* must (1) develop guidelines for requesting proposals eligible for section 6104 assistance; (2) encourage those proposals, especially from relevant wildlife authorities; (3) select proposals meeting section 6104, preferring projects addressing conservation* needs not adequately addressed by existing efforts and supported by relevant wildlife authorities; and (4) generally carry out the chapter according to its purposes.
In carrying out this chapter, the Secretary* shall—
develop guidelines for the solicitation of proposals for projects eligible for financial assistance under section 6104 of this title;
encourage submission of proposals for projects eligible for financial assistance under section 6104 of this title, particularly proposals from relevant wildlife management authorities;
select proposals for financial assistance that satisfy the requirements of section 6104 of this title, giving preference to proposals that address conservation* needs not adequately addressed by existing efforts and that are supported by relevant wildlife management authorities; and
generally implement this chapter in accordance with its purposes.
