The Secretary must issue interim implementation directions within 180 days after February 20, 2003, and begin implementing the chapter in the specified later billing cycle. The Secretary must consider phasing in significant fee increases.
(a) Implementation. Within 180 days after February 20, 2003, the Secretary* must issue an interim directive about implementing this chapter. Implementation must begin with the first billing cycle for organizational-camp special-use authorizations occurring more than 180 days after that date.
(b) Phase-in. When issuing implementation directions, the Secretary must consider phasing in significant increases in annual land or facility use fees for organizational camps.
The Secretary* shall issue direction regarding implementation of this chapter by interim directive within 180 days after February 20, 2003. The Secretary shall implement this chapter beginning with the first billing cycle for organizational camp* special use authorizations occurring more than 180 days after February 20, 2003.
In issuing any direction regarding implementation of this chapter under subsection (a), the Secretary shall consider whether to phase-in any significant increases in annual land or facility use fees for organizational camps.
