Congress states that restoring and conserving at least 2,000 "Tule elk" in California is an appropriate national goal. The section does not define "Tule elk" and limits the Owens River Watershed population to 490, unless California sets a higher maximum capacity for that area.
Congress states that restoring and conserving a California population of at least 2,000 "Tule elk" is an appropriate national goal. This section does not define "Tule elk." However, the number of "Tule elk" in the Owens River Watershed area may never be more than 490, unless the State of California determines that the area can hold a greater number.
It is the sense of Congress that the restoration and conservation of a Tule elk population in California of at least two thousand, except that the number of Tule elk in the Owens River Watershed area shall at no time exceed four hundred and ninety or such greater number which is determined by the State of California to be the maximum holding capacity of such area, is an appropriate national goal.
