16 U.S.C. § 7803 — Authority and responsibility of the Secretary of State

This section lets the Secretary of State send and receive official messages for the United States. These messages go to and from the South Pacific fisheries Commission. The Secretary of State can also act on them or object to Commission decisions.
The Secretary* of State* may:
(1) Send and receive, on the United States' behalf, reports, requests, recommendations, proposals, decisions, and other messages to and from the Commission*.
(2) After talking with the Secretary, act on any such message, or pass it along to whichever other authority should handle it.
(3) With the Secretary's agreement, and following the South Pacific Fishery Resources Convention*, object to decisions the Commission makes.
The Secretary* of State* may—
receive and transmit, on behalf of the United States, reports, requests, recommendations, proposals, decisions, and other communications of and to the Commission*;
in consultation with the Secretary, act upon, or refer to other appropriate authority, any communication pursuant to paragraph (1); and
with the concurrence of the Secretary, and in accordance with the South Pacific Fishery Resources Convention*, object to decisions of the Commission.
