16 U.S.C. § 7931 — Respect for treaties and rights

This law does not change any treaty rights of federally recognized Indian tribes. It also does not change federal laws about migratory birds. It does not change laws protecting endangered or threatened species.
This section protects two things from being changed by this title or its amendments.
(1) Tribal treaties and rights. Nothing in this title touches any treaty or other legal right belonging to a federally recognized Indian Tribe. Those rights stay exactly as they were.
(2) Wildlife protection laws. Nothing in this title changes any federal law about migratory birds. It also does not change any federal law about endangered or threatened species.
In short, this section is a safeguard clause. It makes clear that whatever else this title does, it is not meant to weaken tribal treaty rights or existing wildlife protection laws.
Nothing in this title 1 or the amendments made by this title— 1
affects or modifies any treaty or other right of any federally recognized Indian Tribe; or
modifies any provision of Federal law relating to migratory birds or to endangered or threatened species.
