The Commission has an Office of Public Participation led by a Chairman-appointed, Commission-approved Director. The Office coordinates public assistance, and the Commission may reimburse qualifying participants for reasonable costs when participation substantially helped secure an adopted position and otherwise causes significant financial hardship.

(a)(1) The Commission must have an Office of Public Participation. (2) A Director, appointed by the Chairman with Commission approval, administers it and is responsible for its duties. The Director's pay cannot exceed the maximum senior-executive pay under title 5. (3) The Director may appoint Office employees and, with Commission agreement, set their pay and obtain temporary or intermittent services under section 3109 of title 5. (b)(1) The Director coordinates help for the public concerning Commission authority and help for people who intervene, participate, or propose to do so in Commission proceedings. (2) Under its rules, the Commission may pay reasonable attorney, expert-witness, and other participation costs to a person whose participation substantially helped obtain approval of that person's position, in whole or part. It may do so only if the proceeding is significant and participation without payment would cause the person significant financial hardship. (3) This does not affect other rights under law or legal rules.
