This section preserves the possible application of State and local laws to conduct prohibited by the chapter. It also creates no enforceable substantive or procedural right for any party in any proceeding.
Nothing in this chapter prevents State or local laws from applying to conduct this chapter prohibits. Nothing in this chapter creates a substantive or procedural right that any party can enforce in a proceeding.
Nothing in this chapter shall be construed as precluding the application of State or local laws to the conduct proscribed by this chapter, nor shall anything in this chapter be construed as creating any substantive or procedural right enforceable by law by any party in any proceeding.
