19 U.S.C. § 1462 — Forfeiture 1

If a person in charge does not open a container or vehicle when a customs officer demands it, the officer may retain and open it. If dutiable or prohibited goods are found, the goods and container or vehicle are forfeited.
If the owner, agent, or other person does not comply with the officer’s demand, the officer must retain the trunk, bag, sack, valise, container, or closed vehicle and open it. As soon as practical, the officer must examine its contents. If an article subject to duty or an article whose importation is prohibited is found, all contents and the container or vehicle are subject to forfeiture.
If such 1 owner, agent, or other person shall fail to comply with his demand, the officer 1 shall retain such trunk, traveling bag, sack, valise, or other container or closed vehicle, and open the same, and, as soon thereafter as may be practicable, examine the contents, and if any article subject to duty or any article the importation of which is prohibited is found therein, the whole contents and the container or vehicle shall be subject to forfeiture.
