The United States’ overall negotiating goal is more open and fair market access and reducing or eliminating devices that distort trade or commerce. Agricultural and industrial barriers should be addressed together when feasible.
The overall United States negotiating objective under sections 2111 and 2112 is to obtain more open and equitable market access and harmonize, reduce, or eliminate devices that distort trade or commerce. As far as feasible, agricultural trade barriers and distortions should be addressed together with industrial trade barriers and distortions.
The overall United States negotiating objective under sections 2111 and 2112 of this title shall be to obtain more open and equitable market access and the harmonization, reduction, or elimination of devices which distort trade or commerce. To the maximum extent feasible, the harmonization, reduction, or elimination of agricultural trade barriers and distortions shall be undertaken in conjunction with the harmonization, reduction, or elimination of industrial trade barriers and distortions.
