19 U.S.C. § 2393 — Trade monitoring system

The Commerce and Labor Secretaries must monitor imports and their relationship to domestic production, employment, and geographic concentration. They must regularly publish a summary and provide it to specified bodies.
The Secretary of Commerce and Secretary of Labor must establish and maintain a program monitoring imports into the United States. The program must show changes in import volume; the relationship between imports and domestic production; employment changes in domestic industries making similar or directly competing articles; and how much production and employment changes are concentrated in particular United States regions. A summary must be published regularly and given to the Adjustment Assistance Coordinating Committee, the International Trade Commission, and Congress.
The Secretary of Commerce and the Secretary of Labor shall establish and maintain a program to monitor imports of articles into the United States which will reflect changes in the volume of such imports, the relation of such imports to changes in domestic production, changes in employment within domestic industries producing articles like or directly competitive with such imports, and the extent to which such changes in production and employment are concentrated in specific geographic regions of the United States. A summary of the information gathered under this section shall be published regularly and provided to the Adjustment Assistance Coordinating Committee, the International Trade Commission, and to the Congress.
