Except where this subpart says otherwise, this part does not create a Federal right to sue over claims that United States standards activities violate the Agreement.
Except as provided in this subpart, this part does not create a right of action under United States law for an allegation that a standards-related activity* conducted in the United States violates United States obligations under the Agreement*.
Except as provided under this subpart, the provisions of this part do not create any right of action under the laws of the United States with respect to allegations that any standards-related activity* engaged in within the United States violates the obligations of the United States under the Agreement*.
