For this part, “NAFTA” means the North American Free Trade Agreement, and “State” includes the States, the District of Columbia, and Puerto Rico.
Even though section 2571 of this title says otherwise, for purposes of this part— (1) NAFTA “NAFTA” means the North American Free Trade Agreement*. (2) State “State” means any of the several States, the District of Columbia, and the Commonwealth of Puerto Rico.
Notwithstanding section 2571 of this title, for purposes of this part—
