19 U.S.C. § 3740 — Study on improving African agricultural practices

(a) In general. The Secretary of Agriculture, consulting American Land Grant Colleges and Universities and nonprofit international organizations, may conduct a two-year study on improving the transfer of American farming techniques and practices to African farmers. The study must examine improving or using: (1) insect and sanitation knowledge and procedures; (2) modern farming and soil-conservation techniques; (3) modern farming equipment, including maintenance; (4) marketing crop yields to potential buyers; and (5) crop-maximization practices. The Secretary must submit it by September 30, 2001, to the Senate Agriculture, Nutrition, and Forestry Committee and the House Agriculture Committee. (b) Land Grant Colleges and nonprofit institutions. In doing the study, the Secretary is encouraged to consult American Land Grant Colleges and nonprofit international organizations with firsthand knowledge of current African farming practices.
