People working in the Library of Congress under the Librarian must be hired only based on whether they're a good fit for the specific job.
This section sets a hiring standard for Library of Congress staff.
Everyone employed in and around the Library of Congress, working under the Librarian, must be appointed solely based on how well-suited they are for the particular duties of their job — no other factor is allowed to drive the decision.
All persons employed in and about said Library of Congress under the Librarian shall be appointed solely with reference to their fitness for their particular duties.
