2 U.S.C. § 143d — Funds available for workers compensation payments

Unused, expired Library of Congress money can be used for one purpose. The Library must use it to pay into the Employees' Compensation Fund under 5 U.S.C. § 8147(b). This rule applies starting with fiscal year 2012 and every year after.
(a) In general: This section lets the Library of Congress use money from its expired appropriations — funds from past years that are no longer available for new spending — for one specific purpose. The Library can use these leftover balances to make the deposit required by 5 U.S.C. § 8147(b) into the Employees' Compensation Fund. That fund pays for federal workers' compensation claims.
(b) Effective date: This rule applies to Library of Congress appropriations starting with fiscal year 2012, and to every fiscal year after that.
Available balances of expired Library of Congress appropriations shall be available to the Library of Congress to make the deposit to the credit of the Employees’ Compensation Fund required by subsection 8147(b) of title 5.
This section shall apply with respect to appropriations for fiscal year 2012 and each fiscal year thereafter.
