2 U.S.C. § 143d — Funds available for workers compensation payments

(a) In general: This section lets the Library of Congress use money from its expired appropriations — funds from past years that are no longer available for new spending — for one specific purpose. The Library can use these leftover balances to make the deposit required by 5 U.S.C. § 8147(b) into the Employees' Compensation Fund. That fund pays for federal workers' compensation claims. (b) Effective date: This rule applies to Library of Congress appropriations starting with fiscal year 2012, and to every fiscal year after that.
