2 U.S.C. § 146 — Deposit of Journals of Senate and House

This section requires that twenty-five copies of the public Journals of the Senate, and twenty-five copies of the public Journals of the House of Representatives, be deposited in the Library of the United States, located at the seat of government. These copies are to be delivered to Members of Congress during any session of Congress, and also to any other people who are authorized by law to use the books in the Library. To get a copy, a person must apply to the Librarian and give a "responsible receipt" — a signed promise that they are responsible for the item — the same way borrowers do for other books in the Library.
