2 U.S.C. § 167i — Suspension of prohibitions against use of Library buildings and grounds

This section lets the Librarian of Congress temporarily lift certain rules for approved events at the Library of Congress. Normally, sections 5103 and 5104 of title 40 set rules about using Library of Congress buildings and grounds. Those rules exist to keep the buildings safe and orderly. This section lets the Librarian suspend as much of those rules as needed, but only for special, authorized ceremonies — not for everyday use. The Librarian can only allow this suspension if two conditions are met first. First, responsible officers must be appointed to oversee the event. Second, the Librarian must be satisfied that the arrangements are adequate to keep proceedings orderly and to protect the Library's buildings, grounds, and the people and property in them. In short: ceremonies can bend these particular rules, but only with proper oversight and protection in place.
