2 U.S.C. § 182b — Revolving fund for sales shop and other services

(a) Establishment. The Treasury holds a revolving fund for five Library of Congress activities: (1) developing the decimal classification system; (2) running a gift shop or other sales tied to the Library's collections, exhibits, performances, and events; (3) copying and microfilming documents; (4) special events and programs; and (5) training. (b) Individual accounting requirement. The fund keeps a separate account for each of those five activities. (c) Fees for services. The Librarian may charge fees for any of these activities and must deposit those fees into that activity's account. (d) Contents of accounts in fund. (1) Each account holds: (A) fees the Librarian charged under (c); (B) any other money the Librarian receives that belongs to that activity; (C) money moved in under paragraph (2); and (D) any other money Congress appropriates. (2) When the fund was created, the Librarian had to move into each account: (A) any unspent money already set aside for that activity; and (B) an amount equal to the value of that activity's supplies, inventory, equipment, and gift-fund balances, minus the value of its debts. (e) Use of amounts. (1) Except as (2) says, the Librarian may spend the money in each account — in amounts Congress sets in appropriations laws, with no deadline tied to a fiscal year — on that account's activity. (2) If the fund holds a payment for United States Capitol Police services tied to a special event under (a)(4), the Librarian must hand that payment straight to the Capitol Police for their own budget.
