2 U.S.C. § 182e — Library of Congress National Collection Stewardship Fund

(a) Establishment. The Treasury holds an account for the Librarian of Congress called the Library of Congress National Collection Stewardship Fund, called "the Fund" in this section. (b) Contents of Fund. The Fund holds money the Librarian transfers from the Library's yearly "Salaries and Expenses" appropriation. (c) Use of amounts. (1) The Librarian may spend Fund money directly to prepare Library collection materials for long-term storage. (2) The Librarian may give Fund money to the Architect of the Capitol to design, build, upgrade, and equip storage and preservation facilities for the Library's collections, or to lease real property for storing and preserving those collections under section 1823a of this title. (d) Continuing availability of funds. Money in the Fund stays available until it is spent — there is no deadline. (e) Annual report. Within 180 days after each fiscal year ends, the Librarian must send a joint report on the Fund to the Joint Committee on the Library and the House and Senate Appropriations Committees. (f) Initial 5-year plan. Within 6 months of May 5, 2017, the Librarian had to send the same committees a plan for spending Fund money over the Fund's first five years. (g) Notification of transfers. Before moving any money into the Fund, the Librarian must tell the Joint Committee on the Library and the House and Senate Appropriations Committees how much money is moving and where it's coming from. (h) Effective date. This section applies starting in fiscal year 2017 and every year after.
