For fiscal year 2008 and later years, the Architect of the Capitol may pay subscription-service obligations in advance. The Architect must first notify the House and Senate Appropriations Committees and decide that advance payment is more prompt, efficient, or economical.
During fiscal year 2008 and every later fiscal year, the Architect of the Capitol may pay the Office of the Architect of the Capitol’s subscription-service obligations before they are due. The Architect may do this only after notifying the House and Senate Committees on Appropriations and determining that advance payment would be more prompt, efficient, or economical.
During fiscal year 2008 and each succeeding fiscal year, following notification of the Committees on Appropriations of the House of Representatives and the Senate, the Architect of the Capitol may make payments in advance for obligations of the Office of the Architect of the Capitol for subscription services if the Architect determines it to be more prompt, efficient, or economical to do so.
